In the fictional district of Bellweather, tree pits, drain inspections, and library hours were funded from one ten-year schedule. None of the decisions was individually transformative. Together they shortened heat exposure, reduced flood closures, and kept a trusted indoor refuge open during emergencies.[^1]

> Resilience is what remains available on an ordinary Tuesday, before anyone calls it critical infrastructure.

## What patient investment changes

## Appendix: Chapter 3: Governing for the Next Hand

Long-term work becomes credible when the next team can inspect it, challenge it, and continue it. A plan that depends on one champion is a campaign; a plan with legible ownership is an institution.

### Make continuity observable

Publish the maintenance interval, the responsible role, the evidence that changes the plan, and the date of the next review. Those four fields turn aspiration into a handoff.
